David McGinley received his Bachelor of Science in Accounting from Pennsylvania State University in 1984. He received his Juris Doctor, Summa Cum Laude, in 2002 from Regent University School of Law.

Prior to joining Wilkes & McHugh, P.A. in 2007, Mr. McGinley worked as a contract attorney at Hudson Legal. While in law school, he clerked at the Office of the Special Masters in the U.S. Court of Federal Claims, the Free Congress Foundation and the American Center for Law and Justice. Mr. McGinley also spent 10 years in various management positions at the Federal Home Loan Mortgage Corporation.

Mr. McGinley is licensed to practice in New Jersey and Washington, D.C. He is also admitted to practice before the U.S. Court of Federal Claims and is a member of the American Association for Justice.
